Still tough on taxes: Voters won't buck Prop 2 1/2

In 1980, voters in Massachusetts passed Proposition 2 1/2, which revolutionized the Commonwealth's tax system. Proposition 2 1/2 limited the amount of revenues a city or town can raise through real estate and personal property taxes. Even with Proposition 2 1/2, property taxes are the largest sources of revenue for cities and towns. Municipalities can increase the share of taxes received from property taxes if voters approve an override through a local referendum. Since 1990, however, voters across the state have opted not to exceed Proposition 2 1/2 levy limits in their communities by a nearly two to one margin.
