Tuerck guest lecturer at Maine's Husson College

from NewsLink, Vol. 5, No. 1, Fall 2000

David Tuerck, BHI Executive Director, was guest lecturer at the Husson College Tax Institute Lecture Series on October 12, 2000. He discussed “Showing the Economic Gains of Tax Reductions in the States” before an audience of faculty, students, local economic development directors, legislators and local business leaders in the Bangor, Maine area.

Tuerck described the Beacon Hill Institute's State Tax Analysis Modeling Program (STAMP), its methodology and its role in policy making in the 11 states to which it has now been applied. He went on to consider the current tax environment in Maine. By any standard, he said, Maine is a high-tax state. By examining STAMP's estimates for other states, it is clear that Maine could expand its economy by cutting income or sales taxes.

STAMP is a dynamic, econometric computer representation of a state's economy. With STAMP, users are able to simulate the effects of changes in state tax policy on jobs, wages, capital spending, tax revenue and other economic indicators.
